A cycle, not a project timeline — and it runs on two levels that feed each other.
The cycle at two levels
The cycle runs on two parallel levels. Nationally: Engage, then Research, then Equip. Internationally: Share Experience, then Comparative Research, then Equip Countries. Research and Comparative Research feed each other in both directions, and Equip connects onward to Equip Countries. From Equip Countries the cycle returns to Share Experience and repeats.
Level one
Nationally

Engage
A safe space where multi-faith, multi-sector actors examine the three issues through case studies from around the world.

Research
The country's own religious landscape and religious freedom stance — historical, geopolitical, security, legislative — and which international experience would work there.
- 03
Equip
A national curriculum addressing those issues in the government, education, and religious spheres.
Level two
Internationally
The Eurasia Panel runs the same cycle across countries.

Engage
The standing table where member countries discuss the three issues from their own experience and best practice.
- 02
Research
The outcomes of those discussions and of joint action, including religious freedom assessment trips.
- 03
Equip
An international team of trainers, formed and supported by the Panel, who help build the national curricula.
How the levels meet
The circuit closes between the levels.
National work brings evidence and experience to the Panel; the Panel returns approaches that countries test against their own conditions and build into their own curricula.
